The biggest concern I have seen from our town is the cost of installing the EVSE, especially with internet access and payment equipment

If signage is clear, I do not see why a warning is necessary. That creates another layer for the police to see if a warning has already been issued before giving a ticket the next time.

Having a cable on the ground could be an issue with the American Disability Act. Retracting would overcome that potential liability.

For towns planning charging stations, an internet connection is useful to the EV owners, because they can check how many open slots there are, and if the charger is working
